In the season you mention Liverpool being the biggest net spenders, I would just like to caveat that by mentioning that the January before they sold Coutinho for £140 million meaning they actually made profit from these signings the season after.

Kind of omits that Utd were the highest spenders through most of the 80's. The 1990 FA Cup squad was the most expensive squad ever assembled. They also spent very heavily in the 90's. I'd question the 94-95 season as they spent 8m on Cole alone.

Want to make something of a correction here. You introduced the arrival of Mancini and then said what players were bought that season. This creates the impression that they were Mancini's signings but Tevez, Adebayor, Lescott, Roque Santa Cruz, Kolo Toure and Barry were all signed by Hughes. Mancini arrived in December and spent only £7m on Adam Johnson in the January window, with Vieira, Sylvinho and Stuart Taylor arriving on frees.
